HCPR International’s work in the area of humanitarian law and policy seeks to explore key dilemmas and challenges in the field of IHL in order to contribute to the strengthening of the law, and to enhance the capacity of practitioners and policymakers to engage constructively with the law. It is guided by a commitment to exploration and dialogue regarding both the law and associated policy dilemmas as they relate to contemporary conflicts. Initiatives in this sector are closely associated with HPCR International’s Advanced Trainings on Humanitarian Law and Policy (see “Professional Development”). Working to foster the elaboration of new and informed strategies aimed at enhancing the application of the law, HPCR International works with the Program on Humanitarian Policy and Conflict Research, together with other concerned stakeholders, to develop integrated approaches to humanitarian protection. This portfolio encompasses a range of interrelated activities, including practical research, professional trainings, and expert consultations. Taken as a whole, these methodologies support the idea of policy transformation, as they aim to enhance the capacity of individuals and organizations working in the field of humanitarian protection to respond strategically to contemporary challenges, while simultaneously fostering a growing network of professionals contributing to ongoing policy debates. The IHL portfolio encompasses a number of connected initiatives relating to the protection of civilians and the conduct of hostilities. Highlights of ongoing research and policy efforts include work related to the reaffirmation and development of international humanitarian law, contemporary recodification of air and missile warfare, and new actors involved in the application of IHL. Related activities have recently expanded to include such themes as Islamic law and protection of civilians, and contemporary dilemmas in the application of IHL to non-international armed conflicts. |
