Security Management Initiative

November 2004 - present

Drawing on parallel activities in international law and human security, HPCR is working to advance the development of policy and information tools on security management in conflict areas.

International, governmental, and non-governmental agencies are facing increasing levels of threats against their staff and activities, as they deepen their operations in high-risk environments. New security threats associated with global terrorism, collapsed or fragmented states, the proliferation of small arms, the privatization of conflicts, economic depredation, and environmental degradation are forcing a re-evaluation of security measures. Threat of attack, as well as recurring levels of criminal violence, are now part of the daily life of professionals in many of these situations, hindering their work and limiting their access to people in need.

In response, the Security Management Initiative seeks to support international agencies and NGOs by providing new and targeted tools. This project aims to promote professional and strategic approaches to the security of humanitarian personnel through customized pedagogical, simulation and IT material. The proposed management tools and information resources will assist organizations in addressing new security needs, based on a common framework of analysis.
